Social Affairs Ministry Ensures Employee Competency and Professionality (kemsos)

JAKARTA, NETRALNEWS.COM - The Indonesian Ministry of Social Affairs, through the Directorate General of Social Rehabilitation, organizes Employee Competency Test activities. The competency test for State Employees (PNS) within the Directorate General of Social Affairs aims to map competency profiles, as well as for the purpose of selecting candidates for supervisory officers and administrators.

"This activity is aimed at obtaining employee competency profiles in the context of Human Capitals (HR) management. The competency profiles are aimed at filling positions through promotions or transfers and job mapping," said Director General of Social Rehabilitation Harry Hikmat in his remarks at the Ministry of Social Affairs' Cawang Kencana Assessment Development Center (ADC), on Monday (06/07/2021).

Harry said the activity was condcted to map employee competencies, not only for the head of the centers, but for all employees within the Directorate General of Social Rehabilitation.

The heads of the social services centers are expected to have a standard score above 79. Meanwhile, other employees or the equivalent of Echelon 4 who get a score of 90 means that they are eligible to be proposed to fill a higher level position through promotion.

Secretary of the Directorate General of Social Rehabilitation Idit Supriadi Priatna said the Competency Test was followed by all Heads of Offices/Unites (Echelons 3 and 4).

Echelon 4 officials, and Echelon 3 and 4 officials of similar level includes 29 heads of social service centers, and six heads of units or Loka.

Echelon 3 Officials comprise of 5 people, Echelon 3 Officials of 9 people, Intermediate Expert Functional Officer of 1 person, Echelon 4 Officials of 9 people, Echelon 4 Officials or equavalent of 4 people, Implementing Officer of 1 person, with a total of 64 participants

The assessment activities were carried out in two stages, namely June 7, 2021 for the Greater Jakarta, Sukabumi and Bandung areas, while on June 8, 2021 was for areas outside Greater Jakarta, Sukabumi and Bandung.

Competency test activities for state employees within the Ministry of Social Affairs which have been held through the Assessment and Development Center (ADC) have been running since August 7, 2020, and have conducted assessments four times with a total of 155 participants.

The aim is to map competency profiles as well as for the purpose of selecting candidates for supervisory officers and administrators. Competency assessment is a process of comparing the competencies possessed by state employees with the required job competencies by using the Assessment Center method or other assessment methods.

"The Assessment Center method is a standardized method used to measure competence and predict employee success in a position by using several measuring tools or simulations based on job competencies and carried out by several assessors," said Idit.
